A council for discussing government business. The English parliament has two chambers (parts or sections) the House of Commons. This is where the members of parliament work. To become a member of parliament a person needs to be elected by the people at a general or a by election. The second chamber or section is the House of Lords. Here, the members are not elected but are appointed to serve in their role.
